New Zealand has been a world leader in the provision of public health services. In 1936, it was the first country to introduce a full welfare state. Government efforts since 1991 to impose UK-style market systems on the health service have been very unpopular. Highly controversial charges for hospital beds had to be abolished in 1993 after widespread public protests.
